Description

Updates from dependabot for pytools have been accumulating over time. This updates the modules to latest.

edk2-pytool-library changes:
tianocore/edk2-pytool-library@v0.21.9...v0.22.5

edk2-pytool-extensions changes:
tianocore/edk2-pytool-extensions@v0.27.10...v0.28.4

Other pip modules are updated to latest versions tested alongside these pytool versions.

Notes:

  • edk2-pytool-extensions
    • The `v0.28.0 release
      dropped support for Python 3.10 and added support for Python 3.13. For this reason, the change has
      been marked as a potentially breaking change.
  • edk2-pytool-library
    • The v0.22.0 release
      dropped support for Python 3.1.0 and added support for Python 3.13. For this reason, the change has
      been marked as a potentially breaking change.

Looks like the fedora-test container doesn't allow pip updates in the pipeline.

Issue filed to track that.

Updates from dependabot for pytools have been accumulating over

Resolved in #10797. This PR is rebased on that change.
