Not 100% sure, but it looks like the name of this file being uppercase is making it not appear as a pull request template. [This tutorial] (https://docs.github.com/en/communities/using-templates-to-encourage-useful-issues-and-pull-requests/creating-a-pull-request-template-for-your-repository seems) seems to have the title as lowercase.

Not 100% sure, but it looks like the name of this file being uppercase is making it not appear as a pull request template. This tutorial seems to have the title as lowercase. Unfortunately, I can't test to see if this works unless it is pulled into the main branch.
