Add constraints on env_local_scale, env_medium, env_broad_scale

Per the metadata meeting we want to limit ontologies used for env_local_scale, env_medium, env_broad_scale to ENVO, UBERON, and PO. The path forward for now is to do this as a pattern constraint in submission-schema.

@aclum did we decide to constrain the submission schema so mongo would still be valid?

the notes from the metadata meeting just say 'Proposal: limit submission portal entries to Envo, UBERON, PO'. Only adding this to the submission-schema is a conservative way to do this but I'm open to doing this in nmdc-schema instead.
