Is your feature request related to a problem? Please describe.
Currently, the consistent case rules (and type_mark_500 which makes use of the same code) do not work in packages or package bodies (see #1233 (comment) for details).

Describe the solution you'd like
I would like these rules to be improved to work on packages and package bodies.
