Stopped trying to get manifest.json from /Hosted, /System, and /Utility services (since they never have them). Added logic to extract the ItemId for VectorTile basemaps when it is not present in the WebMap’s basemap definition, but it does appear in a “styleUrl”. Added “RunningState” (in addition to “ConfiguredState”) in the normalized services sheet. Included those “state” figures in Service Analytics. And, surfaced an indication of whether the figures are equal in Key Admin Facts.
