Describe the bug

The following dependabot PRs failed. We need to upgrade all the packages listed to the versions mentioned.

  1. Bump react-toastify from 10.0.6 to 11.0.3
    1. chore(deps): bump react-toastify from 10.0.6 to 11.0.3 #3500
  2. Bump @vitest/coverage-istanbul from 2.1.8 to 3.0.4
