Add code to allow the robot to look at arbitrary positions
during path following. This supplements the current behavior
where the robot's orientation between waypoints is a spline
connecting the orientation at each waypoint. Instead, the
robot can look at a fixed position while moving, at the
next waypoint, or rotating at a constant velocity
