• reused the oz libraries on all the dependencies of the incentives folder

How To Test

npm run testhalo OR
run a docker-compose and docker image of aave and npm run testhalo

did u do npm run testhalo? if your run the whole protocol actually you need to spin docker

npm run testhalo worked for me! But npm test has failing tests.

Discussed this already with @0xAplki and will be addressed separately since it seems to be broken even before the changes introduced on this PR.
