Avoid checking main app ID when the application is not a fragment application during the organization delete

Purpose

• $subject
• Part of the implementation for Support for creating OAuth 2.0 clients inside B2B organizations for B2B API access wso2/product-is#21208
• From [1] we are giving the capability to manage applications in organizations. When deleting an organization we need to remove the shared app links from the main app to fragment app. Since we can have non fragment apps in organizations, we can add a get the main application IDs only from the fragment apps.
