Update for 0.19

First of all, thanks for this package! It's very helpful while building out JSON decoders since I can just display my records in a readable way without clicking through the Elm debugger each time I change code.

I'm on 0.19, and copy/pasted the 0.18 version into my app with these modifications. It's been working well, so I figured it would be useful to get these merged upstream so they can be used by anyone else.

I added an elm.json that satisfies all the new requirements. I also ran the latest version of elm-format, which made some minor changes.

Unfortunately, I just realized that the package repository no longer allows packages that use Debug. Given that that's the primary purpose of this package, I wonder if there is any way to proceed.
