This is the "newly" re-branded plugin-lifecycle plugin from the vcd-ext-sdk repo, but better.

It has been updated to use more modern build tooling, favoring Webpack and npm over yarn and rollup (in the style of the new seed plugin). It has been pared down in size, and the upload flow has been rewritten to prevent the occasional inability to complete an upload observed by several users.
