add function to parse comma separated floats to vec

Changes

• Adds a function to split float values separated by a pattern into a vector. If values are absent, the default value is used. An extra 0 is pushed to the end of the vector for consistency with the previous code.
• Replaces old repetitions of get and unrwap_or_default calls with elements of the resultant vector.
