Previously his comments ("suppose Cosette's right?" versus "show no quarter"), like the news on Grey's election prospects right before it, was based on whether the player made Grey go public about Kyoko's death. This could cause some pretty big dissonance, i.e. if Kayto supports Grey's threat to nuke Ongess, then turns around and talks about how awful it was later.
Now the two parts are separate: the election news is based on whether Kyoko's death was publicized or covered up; and Kayto's comments afterwards are based on how he responded to Grey's ultimatum at the time.
