Update promtail, and use numeric node id instead of public key (#1509)

* Avoid writing logs on disk, and update promtail

This also uses the numeric node id as an identification of the node
instead of the public key

* wip: still has issues with stopping

* use log file

* work with both zinit versions

* remove dry run
