possible penalty if farmer remove/changed node public config. #10

Related to threefoldtech/zos#1767

Is it possible that we apply some minting penalty on a node if it's public config is removed or modified because of what it can cause of damage to user networks and gateway workloads.

It is possible to detect a change in public config. The problem is that such things are not covered by the tokenomics, which needs to happen first.
