fix: allow npx and config overrides

• returns the eslint config to use baseConfig
  • allows consumers of telus-standard to override config with local eslintrc files, see estlintConfig load order with baseConfig vs configFile #69
  • the difference between baseConfig and configFile can be found here
  • references:
    • Error: Failed to load config "standard" to extend from. standard/standardx#27 (comment)
    • resolve eslint config and plugins manually standard/standardx#38
• fixes problems loading config including the message Error: Failed to load config "airbnb" to extend from. when running teslus-standard with npx
  • this is fixed by referencing the config extends and parser by absolute paths, thanks to require.resolve
• consider using resolvePluginsRelativeTo if there are problems loading plugins (or try using require.resolve), although I didn't get these errors
