update: makes url path normalization case sensitive

Summary of change

• Makes URL path normalization case sensitive
  • Updates normalise_url_path_or_throw_error to be case sensitive
  • URL paths will not be converted to lower-case, and will be kept as-is.

Related issues

• Lowercasing URLs in OIDC discovery endpoint causes compatibility issues with custom thirdparty SSO supertokens-python#537
