Revert "Add workflow to automate publishing the releases to npm"

This reverts commit 60db092. Since the package has not been published yet, we
do not want the GitHub workflow to automate publishing until the package is
properly initialized on npm. We will revisit and restore this commit's content
once the npm package initialization is complete.
