chore(deps): bump http-cache-semantics and @semantic-release/npm (#157)

Removes [http-cache-semantics](https://github.com/kornelski/http-cache-semantics). It's no longer used after updating ancestor dependency [@semantic-release/npm](https://github.com/semantic-release/npm). These dependencies need to be updated together.
