chore(renovate): fix some rules #482

Description

Some of the existing rules were disabling patch updates. This allowed minor updates on Z stream branches which caused incorrect and (immortal) PRs to be created. I also updated some of the baseBranches configs to use matchBaseBranches which is more applicable to package rules.

I tested similar renovate configs on my own repo. I think these PRs are more inline with what we want. Note, we don't seem to be getting image update PRs in the maintenance releases and I think it's because we're disabling digest pinning.
