This PR just packages the
particles-maplibreapplication inmodulesto use the latest api endpoints based onrapids-viewer, which defines an approach for point budgeting and a ringbuffer for vertex display on the app. Doesn't need to be merged at this time, this PR is for the upcoming meeting.
