First clean up of mechanical turk repository #183

This PR aims to clean up old specs and renew the scenario's used in the current specs, more specificially:

it removes the outdated specs:

transport_spec
washing_on_low_temperatures_spec
hydrogen_spec
lng_spec
climate_spec
biomass_spec

For more information on why these have been removed see: #174

In addition it updates the outdated area code "nl" to "nl2019", and it adds changes the scenario collection to ii3050v2 scenario's.
