Anyone should be able to contribute to Documentation and that contribution should be reviewed well before merging.
Documentation should be treated similar to the code where modification history is maintained and releases are maintained by creating a new branch.
Seperation of code and content should be maintained so that later if required it is easy to switch the technology.
