Hide old applications by default

Applications older than the most recent round should be hidden by default. There should be a button / check box on the applications list to toggle viewing old applications.

Because of the changes Marc made to the applications list (grouping tables by grant round) this is now a low priority, but should still be addressed eventually.

Once finalized, applications are hidden. We need a way to show them after the round closes. see bug #75

@Meleeman01 New idea. All of the applications in each round older than a year should be hidden by default. When you click on the round title it should toggle show / hide the applications below.
