What this PR does / why we need it:
The HostedCluster controller sets an annotation on the HostedControlPlane to enable/disable autoscaling based on whether there are nodepools that require autoscaling. Because we were not watching NodePools in this controller, changes to NodePools did not get immediately reflected in the HostedControlPlane annotation. This commit adds NodePools to the list of resources that the HostedCluster controller watches.
