Description
Streamline issue templates to match other OpenSearch project repositories. This will serve as a better user experience when filing issues for bugs, enhancements, and RFCs. Also, included the OpenSearch Benchmark logo into the README.
Will cut a separate PR to update RFC/Proposal template to make it more concise.
