Description

Fix crash in Kafka consumer when negative acknowledgements are received.
The crash is caused by tracker map getting removed when negative acks are received but any future positive acks for the same partition is not finding the tracker map and resulting in the crash.
This fix addresses the issue by not updating the tracker map when it is already removed. This may mean more duplicates in some cases. But throttling of the reset partitions to occur less frequently, should result in less duplicates
