Can you retry with Ixia-C/Keng-Controller version 1.17.0-9? I had raised an issue with Keysight in lines with Static LAGs not resolving ARP. Also Keysight raised a PR to change this test via #3316 |

Replacing cli cisco command with apply-weight ecmp-only bandwidth to do auto wecmp.
Moving the code that shuts down the interface to after the flows are created and sent to otg since that function pushes the whole configuration to the otg, making all the interfaces to be up.
