Updatd manual to contain information for all commands and parameters

Better support for updates at tile borders (commands can go over tile border, but only adpat tile)

New: Included also version 0.4.1 beta. This release might solve issues at tile borders but causes other issues. Only use this beta if you have problems with 0.4.0.

Huge improvement on .obj ex-/import functions

Added commands: cut_strip, cut_path, cut_spline_poly
Added magic elevation -99999 that could be used as elevation in 3d_coordinates or cut_polygon. It takes the elevation at coordinates from mesh.
Added smoothing for cut commands. In area with "distance: xxx.x" meters all vertices will get elevation between cut and surrounding terrain, so that cut is smoothed in and no steep elevation changes occur. With "type: smooth" there is just the smoothing of existing vertices and with "type: double_cut" there will als be new edges in distance cut around polygon.
Error corrections
