Bypass Commit Modal Config

Closes: #787

• Implements new ENV variables to configure the new VM feature commitModalBypass: Added optional feature config to conditionally bypass CommitModal NearSocial/VM#160
• These ENV variables have been added to Vercel for all environments and examples added to 1Password and .env.example
• For now, I've set up our ENV variables to bypass the modal on all components published by near, discom.testnet, and discom-dev.testnet.

@charleslavon I did some quick testing on the preview builds and it looks like things are working as expected. The next step would be publishing a new VM version that we can link to whenever we feel that's ready.

Opened up a release PR to publish VM 2.5.4: NearSocial/VM#164

@charleslavon Got the official VM 2.5.4 version released and installed. The PR is ready for final testing and approval whenever we feel comfortable.

I suspect we may want to consider what improvements we can make on the differences and interaction between this bypass and the Don't ask again for similar data toggle on the VM's confirmation modal
