FT Interoperability

How do you deal with connect/accept?
- This is a tricky problem. We'll need to think about this for next time.
- We should also specify what happens with spawn, though the problem is simpler because it can inherit its FT model from the parent.

- What if we made it advice to users?
- If we do, we should also have advice to implementors that better explains what MPI_ERR_INTER should be used for.
