Create devcontainer with image `registry.opensuse.org/opensuse/tumbleweed:latest`
Add link to install dependency script in the devcontainer: some of them are from suggestions from CONTRIBUTING.md, others are to fill the gap of what is missing to be able to run `make prepare` and `make test` after than. Add installation of som e(random) VSCode plugins about Perl and YAML.
