fix(backend): .swcrcのschemaを正しいものに

What

packages/backend/.swcrcのschemaのURLが変わっていて読み込めなくなっていたため、現行のものに変更

Why

直ちに不便はないと思うが、今後.swcrcをいじる際に支障になりうるため
