Description

In preparation for getting rid of the /web/guide dir, these resources need a new home.
There is no real content change, this is moving docs only, with one addition for sidebars.

Motivation

IA improvements & maintenance
Eventually, the guide dir will be gone, but this is blocked on #37784 so I'm taking care of the other pages first.

TODO:

  • revert reordering of sidebars from fmt-sidebars command
