Fix displayed URL titles for Specifications section

Description

Fixes the W3C Module links in the Specifications section by adding slashes to the end of the URLs.

Motivation

Without the ending slashes in the URLs, the links display "Unknown specification" instead of "CSS Overflow Module Level 3" and "CSS Overflow Module Level 4".
