Given a DAL root, scan the files in the leaf directories and print the paths of files that should be flushed based on system utilization and user provided thresholds. The more full a leaf is, the more newer files should be flushed: at 50% utilization, only older file paths will be printed for flushing, whereas at 99% utilization, the system is running out of space so newer files should be flushed.

Planning some additions / adjustments for future work, but this looks like a solid initial implementation ( as far as I can read in rust ). Good to merge
