Bump npm and yarn-audit-fix in /frontend

Removes [npm](https://github.com/npm/cli). It's no longer used after updating ancestor dependency [yarn-audit-fix](https://github.com/antongolub/yarn-audit-fix). These dependencies need to be updated together.
