Description

Extend MeshTrafficPermission policy to support HTTP traffic

This should enable L7 support for RBAC. Is this just MeshHTTPRoute matching or something different?

We need to spend some time to figure out how what what we want to achieve here. It seems that from should be differently implemented than currently

@lahabana If I get the issue correctly, this is about configuring MTP per route. I think this issues is not related to issues #10247 as this is a topic for separate MADR, there we are discussing outbound routes, and MTP should be configured on inbounds, and can use different approach than linked issue
