Deploy run services before the pub/sub services, so the latter could be configured to trigger the former.

Implement a budget monitoring service, which can shut down the project (cost sources only), without withdrawing and without losing the data. Do not enable it in deployment yet. This would also require configuring a budget to publish updates to the created special-purpose topic.
