Norwegian did a restructuring during COVID: only keep DY (Norwegian Air Shuttle) and D8 (Norwegian Air Sweden)
Later callsign changed again - keep both for reference and deactivate the old one

For issue #473 and #603

Noting we're not merging changes like this because we have no way to currently reconcile them on openflights.org...
