Replaced Hyperledger references with LFDT references.
Moved three files from 'guidelines' to 'governing-documents' folder.
Fixed typos and outdated links wherever I could find any.
Renamed 'MAINTAINERS-guidelines.md' to 'MAINTAINERS-file.md.
Replaced several GitHub organization adminstrators references with project TSC references.
