This PR fixes an equivalence test that was producing a diff on every execution. Instead of testing creating a null resource we'll test running a no-op update.

This PR makes some cosmetic tweaks the equivalence test process. It'll link a more helpful URL when making a follow up PR, and it'll open requests in draft to reduce noise.
