Bumping GitHub Actions version to latest TSCCR release.

  • changes in .github/workflows/release.yml
    • bump actions/setup-go from v4.1.0 to v5.0.0 (release notes)
    • bump crazy-max/ghaction-import-gpg from v6.0.0 to v6.1.0 (release notes)

These GitHub Actions upgrades have been fine in every other provider we maintain so merging to make TSCCR happier and will clear out the other outdated TSCCR pull requests and branches.
