Adding Blurhashing

Fixes

This fixes issue #350

Modifications

Had to modify several crate tomls to add support for for the blur hashing feature.
Modified main workspace Cargo.toml file to add blurhash dependency.
Modified Media service to add blur hashing to it.
Modified Media API to fit in blur hashing service.

Dependancies

blurhash, added as an optional dependency as it is the most updated pure rust version of the blurhash algorythm.

CI still has lots of warnings that need to be fixed.

Make sure you're using nightly Rust toolchain when developing and formatting.
