Description
Remove length check for notification group phone-numbers and emails and add checks for None phone number and email when sending email addresses to add all email/phone numbers to notification rules.

Changes

• remove length check for phone numbers and emails
• add check for None phone number/emails for users in notification rules plugin
• add lower case of email addresses when gathering email addresses to remove all duplicate email address
