It has a dependency on o.e.jdt.core.manipulation which is already at Java 21.
Constants are being passed to it thus it's safe to switch to URI.
Rely on bundle.getEntry to do the whole resolving rather than splitting it in two.

BREE bumped due to dependency already on Java 21 and deprecation warnings fixed .
