Document how to bulk-digitize with the Makefile in website/data/

We should document how the Makefile add in echemdb/website#143 can be used to conveniently convert individual files and directories of files.

Essentially, running make SOURCE_DIR=... converts everything in SOURCE_DIR.

Individual files can be converted by explicitly invoking make output.csv .
