Add a new command to generate voice channels for challenges

Create a challenge-channel specific command (!voice) that when used, adds a new voice channel with the name of the challenge.
It should also be possible to add multiple voice channels.

Once a challenge is marked as !done or !delete the voice channels should be deleted.
