What is a "Runtime Manager"

A runtime manager is software such as rvm or rbenv that manages rubies and gems.

Unable to locate Runtime Manager installation

In the readme, on Installation and Usage step 2, did you detect server capabilities and see your ruby runtime i.e. rvm or rbenv appear?

In the readme, on Installation and Usage step 4, did you select the appropriate RVM or ruby runtime on the plan's miscellaneous tab?

It did not detect my rvm, rbenv, etc ruby runtime in detect capabilities

If you have configured your ruby runtime manager in a way that is outside the default the plugin may not find your runtime.
