We need to set up a binary cache so that pups (ie. core) we supply don't take 10+ mins to download & compile.

This has a few tasks:

Configure a binary cache host (https://nix.dogecoin.org)
Allow configuration in Dogeboxd for setting up the nix cache settings
Update dpanel to allow opt-out at setup time
Figure out how to push artifacts into the cache
